PCSO's Individual Medical Assistance Program

One of the most the things that Filipinos are afraid of is getting sick or hospitalized. Not because being sick is too scary but the hospital bill, medications and maintenance is so expensive, it can empty a bank account with a decent savings.

 

Only 1 out of 100 Filipinos has health insurance. They have PhilHealth that they are paying for about 200 pesos a month but it will not be enough to cover the costs of hospitalization since it will only cover a percentage of the total bill.

 

Good thing though, there are some programs and government institutions that Filipinos could possibly ask for help. Take for example the Philippine Charity Sweepstakes Office or PCSO. They are offering medical assistance to those who need it. They call this program “Individual Medical Assistance Program”

 

Though they won’t be able to cover all your medical expenses, they are giving financial help especially to those who need surgery, medications and even dialysis.

Any Filipino can apply and avail the program if he/she will be able to meet the criteria:

 

  1. You are hospitalized or confined to a health facility.

  2. You are currently receiving continuous medical treatment (Dialysis, Chemotherapy, etc.)

  3. You are seeking medical treatment/option in another country because there is no hospital in the Philippines that could make the procedure that may help you.

 

If you’ll be able to meet the criteria, you can now start by submitting your application to PCSO together with the other documents they need.

 

PCSO letter of guarantee will be submitted to the hospital stating that PCSO will shoulder the obligation to pay a certain amount in your behalf.

 

Again, they will not be able to pay everything since hundreds if not thousands of Filipinos are asking help from them everyday.

 

Here are the requirement to apply:

 

  1. Accomplished Application Form from PCSO. You can get this from any PCSO office in your area. Sometimes, the hospitals can also give you this application.

  2. Original or Certified True Copy of Clinical Abstract from your physician or doctor with his/her licensed number.

  3. If you need a wheelchair, you only need a medical certificate from your attending physician.

  4. Valid government-issued ID of the patient as well as the representative (if applicable)  - UMID, SSS ID, Driver’s License, GSIS eCard, Senior Citizen ID, Voter’s or Postal ID, PRC ID or Passport. Company or student ID is also acceptable.

In some instance, PCSO will ask for additional documents depending on the case. Authorization Letter from the patient is sometimes needed especially if he/she has no immediate family to contact.

 

Other possible requirements:

 

For Confinement

  • Original Copy of Hospital Bill signed by the Billing Department

  • Endorsement from the Medical Social Facility of the hospital or medical facility

 

For Dialysis

  • Endorsement or Certificate of Acceptance of PCSO Guarantee Letter

  • Official Quotations from service provider

  • Laboratory Test Results

  • Certification from Dialysis Center

NOTE: This is not applicable to hospitals where there is a PCSO desk

 

For Medicines and Chemotherapy

  • Laboratory Test Results

  • Histopath and Biopsy Result

  • Original prescription from attending physician with his/her licensed number

  • Progress notes from your doctor or oncologist.

 

For Radiotherapy

  • Endorsement or Certificate of Acceptance of PCSO Guarantee Letter

  • Official Quotations from service provider

 

For Surgical Supplies

  • Official Quotations from service provider with breakdown of expenses

 

For Implant

  • Official sealed quotation from 3 suppliers

  • Copy of physician’s order with implant specification

  • Police report - for medico legal cases

 

For Laboratory or Diagnostic Procedures

  • Official Quotations from service provider

  • Laboratory request signed by attending physician

 

For Medical Devices

  • Official sealed quotation from 3 suppliers

 

For Hearing Aid

  • Official sealed quotation from 3 suppliers

  • Audiological Evaluation report signed by Audiologist

 

For Wheelchair

  • Official sealed quotation from 3 suppliers

  • Progress notes from attending physician

 

For Prosthesis

  • Official sealed quotation from 3 suppliers

 

For Pulmonary Apparatus

  • Official Quotations from service provider

 

For Non/Minimal Invasive Procedures such as Laparoscopy, Endoscopy, ESWL, etc.

  • Endorsement or Certificate of Acceptance of PCSO Guarantee Letter

NOTE: This is not applicable to hospitals where there is a PCSO desk

  • Laboratory Test Results

 

For Transplant (Kidney, Heart, etc)

  • Laboratory Test Results

  • Cross-matching result

  • Certification of patient’s inclusion in transplant program from authorized representative of NKTI, if applicable

  • Philhealth tracking number certification

 

For Rehabilitative Therapy

  • Official Quotations from service provider

 

Bring all these documents to the nearest PCSO office. The first 3 requirement is needed plus the specific ones depending on your needs.

 

You also have to take note of the authorization letter from the patient if he/she has no immediate family member to take care of his/her application. The representative will be interviewed by the PCSO about the patient’s case.
